- license update: GPL-2.0+
COPYING is actually GPL-3.0 but majority of source files are GPL-2.0+ and
presence of include/argus/CflowdFlowPdu.h (GPL-2.0) means binary is
GPL-2.0 anyway (upstream aware of this). See also bncÃ#739260
